Antony McManus is the founder of Centre-Arch Inc., and brings significant knowledge and experience in government procurement operations, including contract pricing, cost analysis, cost policy, multi-national contractual costing, and investigative and forensic accounting.
Mr. McManus retired from the Public Service of Canada in August, 2010. Since that time, Antony has been leading a team at Centre-Arch Inc. that provides strategic procurement advice and guidance to a variety of Canadian and international defence contractors. Centre-Arch Inc. is one of the leading defence consulting companies in Canada, with specialized expertise in the application of Government Contract Cost Principles and related policies, practices and procedures.
During his 35-year career within Acquisitions of the federal public service, Antony gained extensive experience at the senior executive level in strategic leadership and operational management. Mr. McManus has made significant contributions to the strategic, cost policy and operational procurement activities while working with major government contracts. This included negotiation of terms and conditions, the establishment of labour and overhead costing structures, as well as managing audits and pricing reviews of complex procurement proposals and contracts.
Projects where Antony made significant contributions include the CPF and TRUMP shipbuilding programs, other Coast Guard ship related projects, and many other large dollar value contracts involving munitions, radar modernization initiatives, information technology, armoured vehicles, facility operations services, aerospace industries and several military flight training programs.
As the Senior Executive responsible for the Forensic Accounting Directorate, Antony directed the professional activities of fifty investigative and forensic accountants co-located in fourteen RCMP offices in support of the Integrated Proceeds of Crime (IPOC) program. Through implementation of a proven model for identification of money laundering activities and other financial crimes, Antony and his team provided important professional services to this government-wide anti-crime initiative.

Mr. McManus holds a Bachelor of Arts degree in Economics from Queen’s University at Kingston, has completed the National Security Studies Course at Canada’s National Defence College, and attended the Executive Program Seminar Series on Negotiation at the Harvard Law School.
