Antony McManus, Procurement Services Advisor

Antony McManus brings significant knowledge and experience in government procurement operations, including contract pricing, cost analysis, cost policy, multinational contractual costing, as well as investigative and fraud examination.

Antony also has extensive experience in strategic leadership and operational management, gained throughout a thirty-five year career in the Public Service of Canada, with what is now known as Public Services and Procurement Canada (formerly PWGSC).

Over his career, Mr. McManus has garnered extensive experience through managing a large range of major acquisition projects that include the strategic, policy, and operational procurement activities of the Government of Canada, as well as dealing with a variety of companies across the global defence industrial base.

Antony has extensive experience with major government procurement contracts, including negotiation of terms and conditions, labour and overhead costing rates, as well as managing audits and pricing reviews of complex procurement proposals and contracts.

As the senior executive responsible for the Cost & Forensic Accounting Directorate, Acquisitions Branch, Mr. McManus was responsible for the professional activities of fifty fraud examiners co-located in fourteen RCMP offices across Canada, in support of the Integrated Proceeds of Crime (IPOC) program.

Mr. McManus retired from the Public Service of Canada in August, 2010.  Since that time, Antony has been leading a team at Centre-Arch Inc. that provides strategic procurement advice and guidance to a variety of defence contractors in Canada and abroad. Centre-Arch Inc. is one of the leading defence consulting companies in Canada, with specialized expertise in the application of Government Contract Cost Principles and related policies, practices and procedures.

Mr. McManus holds a Bachelor of Arts degree in Economics from Queen’s University at Kingston, has completed the National Security Studies Course at Canada’s National Defence College and attended the Executive Program Seminar Series on Negotiation at the Harvard Law School.
